Currently there are tens of millions of students receiving satellite-based tele-education courses in rural regions of countries such as China, India, Indonesia and Mexico. In the Caribbean, the South Pacific Island Countries and Australia there are programs to use satellites to provide both education and health care services.  By the end of 21st century space-based applications will likely be vital to virtually every country on Planet Earth. One of the most important developments in space-related technology in this century will be to extend the reach of so-called “tele-reach technologies”. These include not only tele-education and tele-health services, but tele-operation, tele-work or telecommuting, and tele-monitoring services that support environmental and national security-related applications.  Space-based “Tele-reach” can be defined as technologies and applications which allow remote presence, participation or interaction or control. The diversity of “tele-reach services” continues to expand to include tele-commuting, international tele-work, environmental tele-monitoring and tele-operation such as remote operation of astronomical observatories. Current “tele-reach” can range from simple internet voice calls to complex systems to provide tele-health, tele-education, tele-monitoring of ice-masses or rain fall and virtual reality remote control. ”Tele-reach” activities often involves the seamless technical marriage of fiber optic, coax, broadband wireless and satellite systems to provide a full array of capabilities to urban, suburban, rural and remote areas of a country or a region.
